IICSA Update - Schedule 1 Offender did not pose a risk to children


Former Director of Social Services confirms he believed a Schedule 1 Offender did not pose a risk to children.

During his evidence given to the Inquiry yesterday, former Director of Social Services admitted that following the discovery that Michael John Carroll had failed to disclose a conviction for sexual abuse on a child under 16, he concluded that Carroll did not present a risk to children so allowed him to continue running a Lambeth Children’s Home.  Notwithstanding that Mr Pope was provided with the details of the true and serious nature of Carroll’s offence, Mr Pope and the disciplinary panel chose to believe Carroll’s story that he was only 17 at the time and was “larking” about. 

Carroll went on to be convicted of numerous sexual offences against children in Lambeth’s care.
